If you don't want any of the unlockables then just make a plugin to block Steam connections or add a firewall rule to drop them.
None of the new items will work but the server will function fine. People will just see "The server you are playing on has lost connection to Steam. As a result, your loadout will not be available on this server." in their load out menu. I doubt Valve wants to add an official cvar that would disable their latest work. It took them what...over a year to add a command to disable random damage? And that was mostly for the competitive community.
