I have run SteamCMD half a dozen times 3 or 4 times a day for the last week. I only get the root folder files. The valve folder only contains the dlls folder with director.dll and hl.dll files. Nothing else is ever downloaded. Yet the steamcmd says fully updated with the validate command being used.
You can get all the files / folds downloading from the steam browser tools. But that is for a listen server. Will only download to a game client. I can't imagine it'd be that difficult to prioritize processing downloads forced by the app_set_config command first before starting the actual application update.
