Well I have implemented it now on CS 1.6 via AdminMOD, seems to be working well with preload set to '0'.
Just added some more fields to each members forum account for them to pop their SteamID in, then added an access field that they can't modify but is set to default to 32768 and can be modified from the AdminCP in vBulletin but not by the user, and I filled in all the current members with 32768.
