so I'm
clueless why everyone's FPS on the server is dropping like mad....

I  asked this same question about my clan's server(win32) but received no
response, I suspect it's HL Guard or ping booster. Have you tried disabling
either? I would on the clans, but only  a admin there and do not want to
tamper with it as it is a rental.
