Alfred,
Had them wait more than 10 minutes.  Still got the same error.  Even
when he created a new account and went thru the entire download.  (takes
longer than 10 minutes for that).  Also rebooted, as well as logged out
and back into steam.  He could join some servers, but not others.
Possibly unable to join linux servers but able to join win servers.  I
label my server as linux, but other servers do not and in steam he can
not tell which servers are linux or win so not able to verify for sure.


I will have him go thru your steps and try again.

eSteamErrorClientLoginRateTooHigh

They are trying to re-login too often (multiple times a minute). Get
them to
wait 10 minutes and try again. Also get them to close steam and open it
again before trying.
