This error appears to be caused by amx 0.9.4 and steam auth.
Amx does not read steam ids.  So admin for amx was set up with IP.
Admins who were set up by IP at some point would start having this
error.
Something in the way it auths with amx and steam creates to many
requests and causes the error.  I believe this to be the case, though I
can not say for sure since I have also stopped and restarted the server.
Im putting auth back to IP to see if I can duplicate it.

time
(including time zone) they got this message (to the nearest minute if
possible). I will get the Steam Admins to look into this problem in more
