It usually shows a banner from the content server (althought I've seen it empty sometimes), not from the server you are connecting to. You could do this in the motd.txt...

I'm not talking about all the banners when you browse around STEAM, chat, get updates, etc. I'm talking about the one you see when you are downloading maps from *my* server and/or connecting and validating resources against *my* server. If that content isn't provided by me, then I don't know what is. To date, I have seen no banners in that particular box, so my assumption is that that one remains blank until I put something there.
