Nah wasn't dismissing the oc3 thing, was just suggesting that I've never heard of anyone directly on a 155meg line which is typically a fibre optic speed which could have caused a problem (unlikely I agree network hardware related), but you seem to have tested the network side (assuming all people only get lag to the last hop...and is the lag only in game, or is out out of bounds too, ie from dos etc they still ping bad?)
Also out of interest, what does your cat /proc/mtrr show?
