It was posted by Eric that the cl syntax was changed for srcds. For hl1, use +ip, +port, and +maxplayers. For src, use -ip, -port, and -maxplayers.

Perhaps it's just a bug, but on Windows HLDS -ip would not bind to the specified IP; instead it would bind to the primary/main IP on the dedicated server.
