Maybe because your cpu cannot handle it? pingboost 3 is more performance hungry than pingboost 2. But it really doesn't matter if you have 900 or 1000 fps, you are not able to run 1000fps stable, maybe 980-1000 yes, but not 1000 stable. Btw in GSP terms, 900FPS = 1000FPS.
