Usually when it crashes, it starts automatically after 10 seconds. If your server doesnt do this, is the servers console window "frozen" (it doesnt take any commands)? Do you have -autoupdate in the start line? If not, add it and it should come up by itself, unless its frozen and that is caused by some plugin that you use.
