It's a tool used to prepare engine files for allowing "no-steam" programs/emulators to run within SRCDS. I don't use it anymore as my community is now strong, but that's the only backup I had at the time. Since I made that post multiple game server owners have come forward offering 100% unmodified engine files. As of now I believe there are three mirrors available.
