I know about KAC and rcon_lock that for example removes disconnect 
message completely but all in all, this issue should be fixed somehow else.

As far as i know, this is done with clientside plugins or with some 
scripts (if the player is stupid as it seems right now, left steamid in 
log and even played on a server after that). Most people just connect 
and server crashes. Yet again disabling those plugins on clients would 
be one possible solution. There are plenty of servers which do not have 
any protection and i feel sad for those people who run them.
