-commands are traditional command line switches and read by the engine or
game when it needs them. +commands are executed as console commands real
soon after the game is loaded. However, Valve has built in some tolerance so
that some command line switches work with either + or -.

For ip, -ip is correct but +ip probably works the same.

As far as I know -<commands> run before the engine starts, +<commands>
afterwards.
