+ will be executed before commands in the server config file, but it won't override or force them. They're just one-time commands run after stuffcmds.
I use -ip on all my TF2 servers and it works fine. I can say from experience that I was using -ip once and srcds bound to port 27105 on 0.0.0.0 (all interfaces), and when I used +ip it only bound to the interface with the specified IP address.
