10,000 dial up users. Peak connected is 1000. If each one had a static IP, 
you'd need 10,000 IPs. Because of DHCP, you can safely set out 1000 IPs and 
know that each customer will receive a unique IP.

So yes 'DHCP' can save IPs, and dialup was very popular, so its possible that 
the statement that without DHCP we would have run out of IPs 10 years ago, is 
possible.
