Sm_cvar makes it possible to execute some cvars without turning cheats on.

Someone said once to me that there was a way to set sv_cheat params with SM without turning sv_cheat 1. I do believe he did so on his
server for special stuff. Dont remember who tho, too many ppl and too long ago. 
As I'm not making any myself (more then happy to let someone else do that 
stuff), but maybe a nice friendly sourcepalm dev can make something.

Yeah I'm ok with the scout soccer ball getting disabled but I believe that
involved a sv_cheat 1 setup and I'm not doing that... not a viable option.

There was a mail earlier somewhere that mentioned a option to disable, but
broke some stuff in-game, scout ball etc.
