Yeah, I can't get DMC either. (I also tried "-beta beta" and "-beta steampipe"; no such luck.) Prodding the Steam servers with a stick, it seems only HL1, CS, CZ, DoD and TFC are part of app 90. TFC seems fine on my end. (You did put "tfc" as the mod's name and not "tf", right? Also, SteamCMD becomes uncooperative if you list a mod it doesn't know, so try stripping out dmc, ricochet and gearbox from your app_set_config line.) "Forgot to flip a switch" seems plausible.
