The whole issue started from the Traffic to Cash plugin which was spamming webpages every second which understandably causes lag.
That is why I propose Valve use a rate limit instead. A reasonable rate limit would allow for legitimate use of the MOTD without the ability to cause lag. I posted the details earlier in the mailing list. Confirmation pop-ups is not a good solution. Imagine typing !rules or !bp or !radio and then having to click another button every time you type. The current solution makes legitimate servers lag players more because now you can't change the MOTD to a blank page after it is closed.
