I have just found 1 reason why a server may not update once valve releases an update. This was noticed on: Distributor ID: Ubuntu Description: Ubuntu 12.04.3 LTS Release: 12.04 Codename: precise
After a few tries updating a tf2 server, it was saying it could not get an internet connection for updating, even tho i was remotely connected. I logged into root and did an update on the OS (there were a few) Then logged back in with my user account and the tf2 server updated fine.
