It's none of the router's business to guess which prefix lengths the hosts know how to use for autoconfiguration. The router is saying "I've allocated this prefix for you, kind hosts, and I really don't mind if you use it for autoconfiguration", and it's the hosts' business to decide what to do with the available prefixes.
