NTP supports peering, which is more efficient than client/server -- if
every Homenet router peers with its neighbours, then NTP will compute
a shortest-dispersion tree.  (Of course, a Homenet node might not
implement full NTP, just SNTP, so being a client of the gateway might be
unavoidable.)

The alternative would be to store a list NTP servers in EXTERNAL-CONNECTION,
but that seems less elegant.

Suggested plan:

  - no signalling over HNCP;
  - we're client of each gateway;
  - we peer with all neighbours;
  - we let NTP do its magic.
