True, and they are a lot more effective when backed by thick foam.

Anechoic chambers are very difficult to build -- for example lighting
power must be DC rather than AC.  However, when the task is merely
dampening an overly-reverberant room, a small amount of absorbtion has a
large effect.  Egg cartons have the advantage of being inexpensive and
very lightweight, meaning construction requirements are minimal.
