I would take second, even before you mentioned the other player is weaker.
Much lit calls for two horns only, so you just get to play more.  Since
mentioned the other player is eaker, if you and 1st chair play well
together, that will be better for the organization as a whole, than having a
weak player playing a majority of the time. And depending on the lit, 2nd
horn parts can be great fun. Beethoven 2nd parts are killer!  TX for the
opportunity to opine!

Another caveat to throw in here , as a second part to this question (after
answering the first part), is assuming that the 3rd person is a weak player;
thus, if you pick the 3rd position he would be placed 2nd and you would sit
down-sound of him, would this change your opinion about possibly taking the
3rd
