I'd agree with most of the points made.  Third might have more 
interesting parts, even though I prefer the low stuff and the greater 
overall range written for 2nd.

But I would want to know how they assign parts when there are only two 
horns.  In my community group, we try to even out playing time/number 
of pieces where there are two horns, both for fun and equality, and to 
save a bit of the principal's lip.  For us, this commonly shakes out 
pairing 1st/2nd and 3rd/4th, so the third usually plays the first parts 
on some pieces with only two horns.  Perhaps how they handle it could 
be a factor.
