In ensemble, the conductor of a high school band is probably so busy 
getting his patterns for the next half time show done that he cannot 
really concentrate on something as small as tuning a horn section.

  Now Matt, that's a pretty broad brush you are painting with.  For almost 30 
years I made time for BOTH, as did many, many of my colleagues.  That one can 
"win" these days in the Fall without playing in-tune and without characteristic 
tone quality is just wrong.  On top of this is my observation that the 
winningest bands on the field in the fall also are often the best ones on the 
stage in the Spring.....which is why "Sweepstakes" in places like Texas is so 
coveted.  A musical band director will ensure that his/her kids play well, and 
in tune, whether they are moving on grass, or planted in a chair.  Granted, 
there are lizards in my profession just like there are incompetent lawyers and 
incompetent doctors who keep the former in their Mercedes Kompressors, unfazed 
by $3.49 a gallon gas.
