I don't think Hans' statement implies any of what you stated, only that this is the way that the Viennese do it. It certainly can be their method and/or tradition without being exclusive to only them.

Hans: Why do you call this articulation specifically a "Viennese"
tradition?  Do you have specific evidence that it arose or was
popularized in Vienna?
