Hi, Pierre:

Looking for documentation, I found some official documents that classify
the major roads of the RDC [1].

The document 4.1 [2] classifies the roads in 3 different types: routes
nationales, routes provinciales prioritaires and routes provinciales
secondaires.

Wouldn't it be better for the RDC to take those documents as a reference?

Another concern is I'm finding some roads that have a ref. that doesn't
match with those documents. For example, road RP1030 appears as
reference for different roads/branches, and moreover they change their
type along the road. More puzzling is the fact that some of them have
the tags attribution=«Ces données géographiques proviennent du
Référentiel Géographique Commun (www.rgc.cd).» and source_ref=www.rgc.cd
when they are clearly wrong according to that source. Source date is
30th November 2007, though.

I'm just tagging as tertiary and unclassified the roads that don't
appear to have a ref. number (according to those docs) and would suggest
to tag the rest following this schema:

routes nationales=trunk
routes provinciales prioritaires=primary
routes provinciales secondaires=secondary

What do you think? It quite follows the schema you proposed for Mali anyhow.
