I completely agree with Severin with the risks of mapping sensitive
information.
About the information HOT have been asked for, is it the information before
crisis or now?
I wonder if some roads info (closed/open) might be also sensitive. We have
to check.

But I think that the populated places can be mapped without risk and could
be a very useful starting point.

I'm also out of the country for a few days. So I can't work on it seriously
before next week.
