GADM's ultimate origins are also one of the great mysteries of the GIS world. 
GADM's maintainer is notoriously un-responsive to requests so I wouldn't hold 
your breath about getting open data licensed information that way.

GADM is under a non-commercial license and thus not open data, or compatible 
with OpenStreetMap.
