Would you be able to get in touch with him to send him info about OSM?
 Assuming he has a decent internet connection, the best way he could
help would be to just dive right in and add POI and name data for the
area (of which he probably knows quite a lot).  We would be happy to
help him with learning to use the tools via skype or mumble voice chat
programs.  If he wants to chat on skype in english I can help him (my
skype name is andrewbuck40) or if he only speaks French the Pierre
Beland would probably be able to help as well.

Looking at the area I see we have already mapped all the roads and
buildings, so it should be quite easy to add the information to them
for POI info.
