The data team at Mapbox is currently working on the TM. We're tracking our
observations here: https://github.com/mapbox/mapping/issues/159

One of the issues with using the TM was that it is very hard to spot the
location of schools in the import layer without losing context of the task
area. We have made a quick TMS layer to add as a background in JOSM to help
with this.

The spreadsheet based workflow is definitely the easier option for an
inexperienced mapper.
