I'm not suggesting we limit validation to users who have done so many edits.

Working as a team I've used mappers with a week's experience to validate
certain projects with limited technical knowledge requirements, ie
buildings only but they were using JOSM and with JOSM Validation the
area=yes and untagged ways really do stand out and they were able to ask in
case of doubt.

We don't have enough validators and I'm not suggesting that only those who
are certified and know every rule of OSM are permitted to validate but the
concern is the data quality of the map and I really don't think you can
validate effectively without using JOSM.  The fact it reduces the number of
people who are validating after two hours membership is a bonus.

Turning tiles green when they shouldn't be is something that affects our
end users and I think we should look for ways to minimise this.

The discussion on Git hub didn't seem to be looking at it from that point
of view but rather was just someone's opinion who I suspect hasn't done a
lot of validating and knows the issues.

Does anyone dispute that to validate effectively you need JOSM by way?
