Time table is 4 years to complete, 1st stage is due in 2 years.

It's to develop a complete hospital IT system (radiology, EMR and hospital management system). The hospital management system is the business side (scheduling, inventory, etc).
I have the complete list of requirements.

The major factors are the following:

        1)  must work with oracle database (most current version).
        2)  must be built using open source technology
        3)  will be built in a datacenter
        4)  must have strong disaster recovery features
5) probably be done in vmware so hardware failure should gone, but still possible for software failure. How to address this issue. 6) must be totally web based. look into how to address drop in internet connections > this can be an issue.

there are a group of business analysts (I have a family member who is part of this group) that has already done the business process analysis.

Since it's for a large business environment, it needs extensive auditing features. The business office side of the software needs to have very granular controls for what users can or can't access.

The budget is approx 4.5 - 6M US dollars.

Here's the bad news, I need to have a rough idea of whether or not this is possible by Monday at 9am!! I have to submit our credentials (mine along with team of programmers) to be reviewed.
