Well....I have the problem Totally Solved....yet I am still scratching
my head.  On the system that was failing I had more packages installed
than on the working system.  How that was making it fail, I've not had
the energy to go back and determine.

On the working system I had:

sane-backends-1.0.14-6   only for the sane stuff
net-snmp-libs-5.1.2-11.EL4.6
net-snmp-5.1.2-11.EL4.6
net-snmp-devel-5.1.2-11.EL4.6  for the net-snmp stuff

On the failing system I had:

libsane-hpoj-0.91-9
sane-backends-1.0.14-6
sane-backends-devel-1.0.14-6
sane-frontends-1.0.12-4
xsane-0.92-13
xsane-gimp-0.92-13.i386
net-snmp-5.1.2-11.EL4.6
net-snmp-devel-5.1.2-11.EL4.6
net-snmp-libs-5.1.2-11.EL4.6
net-snmp-perl-5.1.2-11.EL4.6
net-snmp-utils-5.1.2-11.EL4.6

I removed the differences, deleted the printers, uninstalled hplip,
recompiled hplip, installed, configured....and it worked.

I don't know why those extra packages would have caused the
problem...but it would concern me if I were the developer.  :-)
