OK, thanks. It is generally possible for both libusb and the kernel to 
work on the same device, as long as they each claim different interfaces 
(of which there are 4 on my device, presumably one is for printing and 
another is for scanning).

I wrote libusb code for a USB fingerprint reader found in my keyboard, 
which is in the same device (different USB interfaces) as the keyboard 
powered by the kernel's usbhid driver. They gracefully co-exist.

Anyway, the hp-setup workaround solves the problem and I'm going to be 
away from this device for a while so I can't dig further. Thanks for 
your help.
