OK, my feeling is that for now, we should develop on the mainline. At some
point when we near a real 3.2.0 release, we'll go back to a freeze. At
that point, I'll update the 3-2-x branch with the frozen code and the 3.2
releases will happen from this. This was essentially how we handled 3.1.

At the time I made the current htdig-3-2-x branch, we had decided that all
3.2 beta releases would be from this branch and it seemed (at that
point) like a 3.2.0 release wouldn't be years in the future...

At this point, there's a light at the end of the tunnel, but it was surely
confusing to check out the current CVS tree and find that it wasn't the
latest code...

P.S. In sort, you can probably toss your htdig-3-2-x version in favor of
the mainline for now.
