I don't recall a lot of complaining about this feature when it was
introduced in 3.1.5.  Essentially, if it's not appropriate to use the
alt text in excerpts or the index, you're using the alt text incorrectly!
Text-only browsers, including those used by the visually impaired, will
use the alt text in place of the image.  So, the alt text should flow
with the text around the img tag, or contain the same text as the image
itself contains.  It's not to be used the way the title parameter is,
though I've heard of some sites doing just that.
