When you ask, "Is htdig.conf in fact being used".... it would seem to me that it must 
be.  Otherwise, how could the program work at all?  Just an observation... I may be 
totally offbase. I can repro the file here (or pertinent parts), if you wish.

I did perform a search on the site for htdig.conf and found the file with that name 
contained at:

/www/htdig/conf
/www/dig/htdig-3.1.5/installdir
/www/dig/htdig-3.1.5/contrib/multidig

The one I have been manipulating is the first line (under that sub-directory).
