This seems like a big ask of HtDig, which AFAIK just indexes files on the basis of whatever it finds in there, and can't/won't categorise things by state for example. That's more a SQL database type task.
That said, I wonder if you you could add your "Select a state" box to the search form, and then use Javascript somehow to add that state to the search string that gets sent back to the server? Maybe use a Boolean type search that must include the State's name along with whatever else you're after? Just an idea, don't have time to play with it myself right now.
