Thanks. I didn't rename it, What is the hard-coded path set to by default?
when I looked at the source it also used and environment variable
CONFIG_DIR, I tried setting this with no luck as well.

The path to the configuration file is compiled into htsearch when you build
the package. One cause for this error is moving the configuration file to a
different location without rebuilding htsearch. Another is that
file/directory permissions are set such that the web server does not have
read access on the configuration file. Finally, if you at some point changed
the name of the configuration file, you will need to make a corresponding
change in the search form.
