According to David Troyer:

See http://www.htdig.org/FAQ.html#q4.2 and
http://www.htdig.org/FAQ.html#q4.4 for some examples. The main thing is
to make sure you know where htsearch expects to find its config files
(i.e. the compiled-in value of CONFIG_DIR), and put all your various
config files in that directory.

If you can't find that out, or you need to put your config files in a
different config directory, see http://www.htdig.org/FAQ.html#q4.20 for
a technique to redefine CONFIG_DIR at run time via a wrapper script.

Be sure to also check with your hosting site about any customizations
they may have applied to htdig and htsearch, which might have an impact
on how you can set up your config files.

Finally, http://www.htdig.org/FAQ.html#q5.30 and
http://www.htdig.org/FAQ.html#q5.32 may also offer some pointers.
