I could be wrong, but the htdig installed on the server is probably not intended for shared hosting users. It uses its own htdig.conf file, which should be inaccessible to users. Unless that file references your domain, your site won't be indexed. Adding your own config file should have no effect.
I believe that htdig can normally (always?) only index one domain, so I can't see it working for all users on a shared server. Someone else may have more information.
