I can answer this, though I haven't actually used automake. There's no
more requirement for someone to have automake than there is a
requirement to have autoconf. The configure script is generated from
configure.in, but this is only done when the configure script needs
updating.

Automake will generate the Makefile.in files used by the configure
script. So anyone who wants to edit the Makefiles will need to have
automake, but no one else even cares.
