I was not saying that people who download the .tar.gz will have to
run autoconf automake (unless they modify the .in or .am files, of course).
Only maintainers will need to have the proper autoconf/automake. There
are dependencies in the Makfiles to re-run automake/autoconf/aclocal/libtool
but these rules are *not* triggered unless you modify the .in or .am.
