I've been somewhat dragging my feet on the 3.1.3 release. But I put
up a pre-release snapshot on www.htdig.org. I'd greatly appreciate it
if people would give it a spin and at least make sure it compiles on
a number of platforms. The changes are fairly minor, but I'd like to
get this reelase out soon.
