I had once to find a search engine who was able to index structured
data. The source was pure SGML. So we mapped the interesting tags to
HTML meta tags. First success with namazu, later on with swish-e, we
could index the SGML source files directly. SGML/XML is a meta language,
meaning a language over language, and gaining more popularity in
Northern America than in Europe.

I agree with you, Dublin Core is not the solution, but to be able to
index SGML/XML elements and search for attributes would be very helpful.
