If anyone couldn't figure out what this was, I added a STATUS file to
the 3-2-x branch that's mailed to the list as part of the snapshot
script. Hopefully this will make it a little easier to keep track of
what needs to be done for release, etc.
It's remarkably similar to the file I kept for 3.1.0, but this time
everyone can update it and I don't have to remember to send it out.
