My vote would be to make howitworks.html become all.html, i.e. rename the
file and change any href to it. That way, the links to it from attrs.html
and cf_byprog.html are more or less automatic with no fiddling necessary.
There might be more incentive to keep this file updated, too, if it
becomes a more central part of the documentation.
