Sort of. You need shell access on the system on which you'll compile,
install and run htdig, but you can use htdig to index one site from another
site, using only HTTP access to the site you're indexing.
It may also be possible, after indexing, to ftp your database up to the
system you just indexed so you can run htsearch from there. This only
works if the two systems (htdig system and http server) have the same
architecture. Mind you, if you only have ftp and http access to the
web server, it'll be pretty hard to install htsearch on it.
